Will zipping my photos or videos make them smaller?

Almost certainly not. JPEG, PNG, MP4, MP3 and Office files are already compressed, so a ZIP of them is about the same size as the files themselves. This tool stores them rather than trying to deflate them again, which makes it much faster and just as small. ZIP is for bundling; use the specialised compressors to actually shrink things.

Does it keep my folder structure?

Yes. Choose a folder and the paths inside the archive match the paths on your device. Two files with the same name in different folders both survive; two in the same folder are given distinct names rather than one overwriting the other.

Is there a size limit?

The limit is your device's memory, since the archive is built in the page. Several hundred megabytes is comfortable on a laptop and considerably less on a phone. You will be warned before anything starts if a file looks too large for the device you are on.
