Role Overview
The Civil Inspector will be responsible for monitoring, supervising, and inspecting civil works on infrastructure projects in Dubai, with a strong focus on RTA and Dubai Municipality (DM) standards (as applicable), project specifications, approved drawings, and local/international codes.
The role provides on-site technical oversight to ensure that civil construction activities, such as earthworks, roadworks, utilities, drainage, concrete works, and associated civil infrastructure elements are executed in full compliance with quality, safety, and regulatory requirements. The Civil Inspector will verify works, identify non-conformances, support resolution of site issues, and maintain accurate inspection and quality records.
Responsibilities
Inspection & Supervision of Civil Works:
Inspect and supervise construction activities, including(as relevant to the project scope):
Earthworks and formation
Excavation, backfilling, compaction, grading, and subgrade preparation
Field density testing coordination and acceptance of compaction results
Roadworks and pavements
Sub-base/base course placement and compaction
Asphalt works (tack coat, binder/wearing course), concrete pavements (where applicable)
Kerbs, footpaths, interlock, road markings interface readiness, and finishing works
Drainage and stormwater
Manholes, catch basins/gullies, pipelines, culverts, channels, headwalls, tie-ins
Line/level checks, bedding and surround, testing and commissioning readiness
Utilities and corridor works
Ducts, sleeves, chambers, protection slabs, utility crossings, reinstatement
Coordination with relevant authorities and NOCs where applicable
Concrete and minor structural civil elements
Blinding, foundations for civil structures, thrust blocks, retaining walls (as applicable)
Reinforcement/formwork inspection and concrete placement/curing checks
Compliance to Standards and Approved Documentation
Verify construction activities comply with approved drawings, project specifications, RTA/DM requirements, and applicable standards/codes.
Ensure works are executed in accordance with approved method statements, ITPs (Inspection & Test Plans), and risk assessments.
Submittals, IRs, and Technical Reviews (Inspector-Level)
Review and process Inspection Requests (IRs) and ensure required preconditions are met before approvals/witnessing.
Review material submittals relevant to civil works (e.g., aggregates, asphalt mix, concrete, pipes, bedding material) and verify on-site materials match approvals.
Support review of shop drawings for constructability and compliance (as assigned by the Engineer).
Testing, Witnessing, and Quality Records
Witness and/or verify required tests and records, such as:
Compaction/FDT results, plate load (if applicable), concrete sampling/cube results
Asphalt temperature/laydown checks and density/cores (where specified)
Pressure tests for pipelines, CCTV (if required), infiltration/leak tests as applicable
Maintain daily inspection reports, progress logs, checklists, and photo records in line with project QA/QC requirements.
Non-Conformance, Corrective Actions, and Close-Out
Identify, record, and report non-conformances (NCRs); recommend corrective actions and monitor timely closure.
Verify rectification works and re-inspections are completed and documented.
Support snagging, as-built verification, and handover documentation readiness.
Coordination & Stakeholder Management
Coordinate with project engineers, contractor teams, subcontractors, and authority representatives (e.g., RTA/DM) to resolve technical and site-related issues.
Escalate risks/issues early (quality, safety, programme, access, interfaces, permits).
HSE Compliance
Ensure strict adherence to Health, Safety and Environmental (HSE) requirements at all times.
Stop/raise concerns for unsafe practices and ensure corrective measures are implemented.
Qualifications & Experience
Bachelor’s Degree or Diploma in Civil Engineering (or related discipline).
Minimum 7–10 years of relevant experience in civil inspection on road/infrastructure projects in the UAE.
Proven experience working on RTA and/or Dubai Municipality projects and familiarity with relevant standards, specifications, and approval processes.
Strong knowledge of civil construction methods and materials, including:
Earthworks/compaction, pavement layers, asphalt works, concrete works
Drainage/utilities installation, testing, reinstatement and finishes
Familiarity with applicable standards/codes (as relevant): BS, ASTM, AASHTO, ACI or equivalent.
Experience with international consulting/engineering firms is preferred.
Strong communication and technical reporting skills in English (Arabic is an advantage).
Proficiency in MS Office and digital site inspection/reporting tools.
